Since last update I haven't seen "rubberbanding" but instead I sometimes teleport or "slide" through buildings, fences, stairways etc. Have fallen in stairways couple times since last update because I just suddendly teleported in midair.

Also just slided through that ship in NE region,fell and died. Tired of having to everything again.
