I've seen many bug erport post the same thing. Issue with surpressors,zombies walking through walls, and they take votes away from the reports that already exist.

Close the redundant report with an automated message expressing graditude and that the issue is being looked into.

Filters

More filters would be helpful for new submissions. Filter ideas: New, least voted, least up/down votes. A drop down menu would help prevent excess option-clutter.
