when you slide bandages or rags onto a stick, you get 2 options to create a splint.
Using top option does not consume the bandage/rags and stick.
Also, splint does not appear in inventory even with proper inventory slots free, but appears in vicinity.
Drag bandage or rags onto stick
Choose top 'create splint' option.
