Loot doesn't spawn like it used to in the mod, loot is added on server restart only. If no loot is present, the area you are in as already been looted. Same goes for zombies, they are spawned on restart so if you see none, someone's taken care of them.

Also check your game version, issues like this arise sometimes if you are running a different version of the game to the server you are joining.
