I have come across certain structures in the game where there are some doors, which do have handles, have the open/close dialogue and indicator but are not actionable.

Steps To Reproduce
2 story buildings in towns where the front door leads into a small hallway with stairs to the left and a door leading into the kitchen directly behind the main entrance. Also in the corridors of the hospitals on the 2nd floor and above.
