Simply sit or stand against a wall in a building (have tried this in both ATC and Prison building) and lean into a wall in 3rd person. You can look through a number of walls, though sometimes the view is blocked by a different floor or room.

Go into a building like ATC or Prison, stand next to a wall and lean into it in third person.
Additional Information
I think this is a clipping issue where standing close to any wall and leaning into it may produce this 'wallhack'. Though I've only tried in the ATC tower and Prison building.
