Have had this issue in the top most section of the ATC tower (the control room platform). Players are able to shoot through the windows from outside and kill players inside, but shooting from inside will have bullets impact invisible windows (even though 'broken') and stop players from killing anyone outside ATC.

Enter ATC Tower and move to top floor (control room) and shoot through windows at players outside the building.
Additional Information
Friendly player got shot from outside by Mosin Nagant. Shooting at players from inside using M4 results in bullets impacting invisible windows.
