If you have bullets or items inside a med kit for example you cant drop them off your person from the container its housed in.

ie - you have shotgun bullets mixed in with your rifle ammo in a 300 round ammo container, you must first drag it to your inventory then from your inventory off to the side if you want to get rid of it. instead of just dragging it from the ammo can off to the side
