Steps To Reproduce
(Works best on a nighttime server)
Go to video settings, disable clouds. > Now try and move the brightness/gamma sliders, there will be minimal impact on visibility.
Additional Information
Not necessarily a major bug as it is easily resolved by turning on clouds.
