There is a building on the south east side of the base that has a door that is openable but can not be selected. The door is on the right side of the building and is the first door on the left side of the hallway that has a handle (aka openable).

Walk to the door and try to open.

Sometimes one can get phase through the door and get stuck in the building.
Happened in two different servers.

There are a few other buildings with handles that are not open able. So it may be one of those that is not open able or will be done latter.
