Main menu screen sometimes distorts

Description

when logging out of a game to the main menu screen the graphics get distorted.
the graphics behind the menu look layered shades of grey and waiting for a little bit the character kinda shows from the elbows up and look like an old time photo. with visual "echoes" of the character.

I get the same thing. Everything is fine until I log out of a server where this happens http://steamcommunity.com/sharedfiles/filedetails/?id=206954214. the menus are fine and work normally but everything else is screwed. Restarting the game temporarily fixes it
