So I handcuffed my friend, but he broke free of the handcuffs to shoot me, on my screen he was still handcuffed, but for him he was free and was able to shoot me.

What was the condition of the cuffs?
The worse condition, the higher chance of breaking free.

Regarding you seeing him still being cuffed - this has something to do with the netcode and possibly your routing to the server you were on.

I know that they can break free and all but, what it was is that he shot me while restrained on my screen, so that could be a big issue.
