Have you tried the "fix" detailed in this report that has you go into video settings and then backing out? May be a temporary fix?

Your character also might be experiencing blood loss. That is one of the symptoms. When you log into any server your current state carry's over to each server you join. Try eating plenty of food and drinking plenty of water to regenerate blood.

It is not due to blood loss. I bandage myself immediately whenever i'm hurt and don't see any blurryness. This only happens right after connecting to a server. It also goes away as soon as I connect to a new server.
I haven't tried the video settings then backing out.

From the menu, Configure ---> click Video tab and no more blurry. Helps every time if your vision gets blurry.
