Dropped Items in Vicinity Box appear after 20 seconds

Description

90% of the time items appear on the ground 20 seconds after being dropped in the vicinity box. The timings are very random, and I've seen 1 item get put on the ground immediately after.

There seems to be a huge delay when dropping something in the "vicinity" box, 20secs sounds about right.
Things also drop inside walls and benches etc where you can see them but not pick them back up.
