This happened when I was in a melee fight with another player. I got close to him and he was able to handcuff me making me unable to fight back, so I died.

From experience it can be done but it is far from easy, and there is a high chance that it will backfire. As far as Be4st's comment, I would love to see him do that IRL on youtube hilarity ensues

They might have fixed this, requiring a player to be in the surrender position before they can be handcuffed.
