Adjusting the cloud settings either to disabled or full (depending on what you have set) brightens up the screen. Then if you add a bit of gamma and brightness, its just black and white day time. I did see another bug report regarding ghetto goggles but that only stated disabling clouds. You can put it on any setting.

Steps To Reproduce
Disable clouds, if it doesn't work, change to another setting, and then another until desired effect. Then add a bit of gamma and brightness
