Also entering the Rog tower you have to vault to get in and do the same when coming out. So you can't just walk in. Though at least working better than Zub does.

Can confirm the Rog issues. You need to vault into the tower, and the items spawns for all locations at the Rog, not just the main tower, are messed up. The items on the middle and top floor of the Rog tower spawn just below that floor, visible from the stairs.
