I logged out in the western jail cell in Balota airfield but when i logged in i am stuck in the next room behind the walls, The option to respawn doesn't come up. Thanks

Any additional images of the problem in question is always appreciated (if possible) and can be added by using the 'Upload File' section within a bug report.
Unfortunately there is no way to currently fix it (other than trying to vault out of the building) so you're probably going to have to wait to die! Sorry!
