This happens mostly in the building with a large amount of broken desks and computers on the first floor. I was on the second floor trying to pick up items and dropped my pants on accident. They then disappeared. After further investigation they ended up on the first floor directly below where i dropped them. I tried putting multiple items down and all seemed to fall through.

Go the the second floor just to the left of the stairs and drop any item.
