I found a M4 without a magazine and discovered you can chamber a single round if you have the bullets for it.
If you right click the bullets, while the M4 is in hand, you can chamber a round, and one bullet is substracted from your stack.
However, when dragging the bullets onto the weapon when it is holstered and selecting to chamber a round, a single bullet gets chambered but the remaining bullets disappear.

-Get an M4 without a magazine
-Have it holstered
-Drag the bullets on it
-Select to chamber one round

I have not been able to reproduce this or try it with other weapons, due to the simple fact that I have not found any more bullets to try it with.
After I encountered the issue I asked my friend to do the other way of chambering, which worked properly
