Loot Balancing is way off

Have been playing for 3 hours now and it seems theres a major problem with the density of the loot. I would say 90% of the houses on the countrysides etc are just completely FREE of any loot, despite its obvious that there is loot supposed to be there ( every now and then you see loot on a table/shelve etc).

Is this because of a server performance issue with to many dynamic items ? if so i understand it stays this way until problem is solved. if it is like this on purpose "game design decision" i highly advise to change increase loot density.
