well ever since i got my character to chernogorsk i have not been able to play the game for more than 30 seconds every time i spawn i get envoloped in flashing colors of buildings that are not rendering which i presume is causing the crash

Flashing house textures are a problem with AMD cards and their drivers. This issue is a duplicate of 60. Check out the notes on that report for the fix
