Clothes with inventory slots (maybe just pants?) cannot be torn into rags

Description

While some shirts (maybe most or all) can be torn into rags, other clothes with inventory slots (maybe just pants?) seem to not have this option. I'm not sure if this is intentional or not.

Steps To Reproduce
  1. Find clothes with inventory slots, particularly pants.
  2. See that there is no way to tear them into rags (neither inside the inventory screen nor in mouse-over action menu.
