can confirm this. also it seems that the voice is global.
me and my friends heard the same guy talking in cherno, elektro, balota and nwaf at the same time.

confirmed, dont know if its global or the sound decay over distance doesnt work

You're possibly encountering the global VOIP bug. See 246:
