The compass arrows will shift direction if a character's head moves when holding it, as seen from the 3rd person perspective. This can also be seen from a second player's perspective also looking down on the compass.

Pull out compass. Switch to third person (or use another active character to look at compass). Character holding the compass moves head without moving the compass itself
Yes, this is very frustrating when trying to shoot an azimuth.
Also, when the compass is in the sight up position (right click), could the character actually hold it up correctly; so that the degrees are easily visible, and sighting appears true (straight)?
