The AI won't drive boat into the bay at 210, 200 (the smaller bay off Pefkas Bay), even if you set waypoints for them.

Steps To Reproduce

Put AI boats in Pefkas bay, give them a waypoint to drive into the smaller bay.

They will stop at the mouth of the bay.
