The Test servers are all online but will not allow you to play the Multiplayer mission as it will tell you once it gets you to the briefing page that the mission was completed without even starting.

Steps To Reproduce
- Start ARMA3
- Click Play
- Select Multiplayer
- Select one of the Multiplayer servers that says Online
- Join it
- Select a position
- Start the mission
- [It will load and then] The error will say the mission is completed before even started.

I have tried at all different times in a day and no ones every on for this reason.
