please try to check whether your Steam is not running in an Offline Mode while trying to use the Publisher.

If you are Online and Steam is also in the Online mode, please try to locate Arma 3 Publisher logs, they should be located here:
c:\Users\<username>\AppData\Local\Arma 3 Publisher\Logs\

I am definitely online and when navigating to where the logs should be all I see is an empty folder called images and a file called PreviewImages.meta
No sign of the logs

Sorry for that correct path should be:
<path to your Steam root>\steamapps\common\Arma 3 Tools\Logs

I have uploaded the log to the ticket

Also, if it is worth mentioning, I can't close it with the [X] on the window have to right click it on the task bar

Also when attempting to publish a scenario through the editor I get the following error, as you can see behind the error, you can see I have accepted it.

I have installed a second instance of steam, tried it there and I am still getting the same issue, I am thinking it may be local to my computer as a friend tried for me and just saw the normal publisher

Never mind the last just had another friend do the same, he sees the same error as I do, so it appears to not be local, just certain users.

sorry for the late response. The error message is actually correct as the publishing is currently disabled through this tool.

However, you should still see your published items in the Published Items list. Is your friend, one who did see the error message too, able to see his published items or at least a "Unpublished item" in the list?
Also, is he able to publish something directly from the Editor?

I will ask him as soon as, so are you saying that as well as scenarios we cant publish addons either from the publisher?

Okay, another friend is seeing exactly what I see, however we can all publish from the editor.
But still no unpublished items or published items in the publisher.
