Hello,
this error is most likely caused by corrupted installation of Microsoft Visual C++ 2013 Runtime package:

  1. Uninstall the program "Microsoft Visual C++ 2013 Redistributable (x86) ... "
  2. Restart the computer.
  3. Install the x86 version of the redistributable package again from https://www.microsoft.com/en-us/download/details.aspx?id=40784

Please DO NOT use the Repair function of the installer as it usually won't fix the problem and DO install the x86 version even if you have a 64-bit computer.
