ok so i last sent a error about 3 1/2 months ago and i only got 1 reply from Adam (Bohemia Interactive - manager) but when i sent a reply back saying

"No i have not modded the files as you can see that is a standed Steam .dll file and yes i have verified the game about 3 times. i tried to delete the files but the then steam just put those files back into the folder."

I did not get a reply back. i has been 3 months or soo and i was wondering if i could get a helping hand on how to fix this so i can play the game.
