When I play, my router tends to suddenly lose internet (ISP problem). But in arma 3, I can't join the server I was playing before the dc... It says connection failed. I've tried everything on my end. I have to wait until the server restart. I can join other servers, but not that one.

I am afraid, that is your personal problem.
Try to check and tweak your router-modem-connection or get another (new) router.
The developers can't do anything about your instable connection.
