It all in the picture, Most of my mods are "Not installed", don't show up in the game and the words "Waiting for steam to download mod updates" taunt me endlessly.
I've seen two other tickets like this (0023871 and 0023919) but they were fixed by simple restarts, mine however have been occurring since the new Dev branch came out and is still happening.
Note: Sometime right clicking and selecting "Repair" fixes them, but only for a few seconds. {F27354}

could you please send us Launcher logs? You can export them from Launcher if you open a menu in the top right corner and click on 'Export Launcher logs to desktop'

Could you please try to go the folder 'C:\Users\Helen\AppData\Local\Arma 3 Launcher' and move files 'Steam.json' and 'UGC.json' from there? Data in those files are corrupted and that's the most like the cause of you problems. After you start Launcher those files should be recreated when Launcher receives update data from Steam.
