Game wont launch from Steam Library. Launcher isnt working.

Description

After pressing the "Play" Button on the Steam Library, my profile picture turn green as I'm in the game. After 10-15 seconds the profile pic turns back to baby blue and gives me an error report on my desktop saying something about Arma3 Launcher crash. I can only play this game by manually going to game folder "steamapps\steamapps\common\Arma3\Arma3.exe (or something :/) {F27290}

Steps To Reproduce
  1. Start steam (Administrator)
  1. Log in online.
  1. Library.
  1. Download the game. 4.1. If above done; download prerequisites. 4.2. If above done follow next steps.
  1. Press "Play" After above's. 4-4,2.
  1. Now your profile pictures outline should turn Green (Default) 6.1. After step "6.0" Prof Pics outline should be blue.
  1. Now the game shouldn't start.
Additional Information

Nothing to put here. Only that Im using W10 (Windows 10) and a Steam skin called Pixel Vision.
Game Cache Integrity verify wont work. Also tried to delete whole steam folder and re dl steam and arma. Didnt work. Got no addons, mods or anything that would break the game...

Hello,
seems that the problem you have is caused by missing or corrupted library System.Core that is part of Microsoft .NET Framework that comes pre-installed on Windows 10.

Could you please try to run an utility from this site to verify the .NET Framework 4.6 installation:

Also as on Windows 10 is .NET Framework 4.6 part of the system, you can try to run a Windows System File Check tool to repair corrupted system files, which might fix the problem as well (https://support.microsoft.com/en-us/kb/929833).
