Ever since upgrading to windows 10, when I launch Arma 3 through steam, the launcher opens, tries to retrieve news, says something has gone haywire, then windows says "Arma 3 Launcher has stopped working." Then I can debug or close program. {F27275} {F27276}

I've tried to repair and reinstall my .net frame work, also I have reinstalled the game 3 different times even to different drives. After uninstalling, I cleared the folders out from %localappdata% and "my documents" folders.

according to the report you've uploaded the issue is the corrupted installation of .NET Framework. Could you please try to run an utility from this site to verify the .NET Framework 4.6 installation:

Also as on Windows 10 is .NET Framework 4.6 part of the system, you can try to run a Windows System File Check tool to repair corrupted system files, which might fix the problem as well.
I ran the system file checker: sfc /scannow and when that failed to fix any files, I ran the DISM command to a locally mounted system iso image. It finished successfully, then I was able to run the sfc /scannow and it said it repaired a file. I ran it a second time and it said there were no integrity violations.
Lastly, In steam I did a "verify integrity of game cache..." and it found 1 file which it reacquired.
Still the launcher crashes, see the uploaded 'Round 2.zip'.
I performed a repair installation of windows 10. Afterwards, I was able to start the Arma3 Launcher. It seems sfc /scannow and DISM did not repair everything.
