[DEV:1.53] Launcher loses commandline after change of MOD directory

If you change the MOD directory with the MOVE button requiring a Launcher restart and you allow the restart to happen, the Launcher doesn't remember the Command line Parameters whether passed from Steam or entered directly.

Steps To Reproduce

With a command line either passed from Steam or entered directly:

  1. Start Launcher
    • Enter Command line Parameters directly if not passed from Steam
  2. Change MOD Storage folder location
    • I'm switching between '...\Steam\steamapps\common\Arma 3' and '...\Users\DJPorterNZ\Documents\Arma 3' for testing purposes
  3. Hit 'Yes' to Do You Really... dialog
  4. Hit 'Yes' to Restart Now? dialog
  5. Go to Parameters tab. Command line Parameters line is now missing.
