Hello,
the issue is with your installation folder. The "Arma " folder on your F: drive has a trailing space in its name which causes some system function to fail and causes the crash (I suppose that it was a typo when you were creating a new Steam library; normally Windows won't let you create a folder with this name at all).

The solution is to re-install the game a place it in a folder that doesn't have a trailing space.
