we're aware of this issue on computers that use with Chinese language. We suspect that this issue was caused by an security update for Windows/.NET Framework released by Microsoft last week (most likely the KB3078601, but we can't confirm that because we can't replicate the issue on our systems).

May I ask when was the last time you were able start Launch successfully?

we're sorry for the inconvenience. This issue is caused by the Windows update KB3078601 and there is nothing we can do to prevent the issue at this time. You can either uninstall the update or wait for Microsoft to release a fixed version of the update.
