thank you for reporting the issue. We're aware of the issue on system with the Chinese language, but we can't replicate the issue. May I ask when was the last time you were able to run Launcher successfully?
Currently we're suspecting that the problem is caused by some Windows update that was released on August 11, 2015 as this issue was reported only after this date (it might be caused by this one as https://support.microsoft.com/en-us/kb/3078662)
Then I'd suggest to uninstall those latest Windows updates one by one starting with KB3078601, restarting the computer each time you remove one (And it would be wise to reinstall the updates that are not causing the problem back).

we're sorry for the inconvenience. This issue is caused by the Windows update KB3078601 and there is nothing we can do to prevent the issue at this time. You can either uninstall the update or wait for Microsoft to release a fixed version of the update.
