Hello,
were you able to run Launcher successfully in the past, before the error appeared?

Could you please verify integrity of a game cache from Steam client, to make sure that game files are not corrupted?

  1. Open Steam.
  2. From the Library section, right-click on the game and select Properties from the menu.
  3. Select the Local files tab and click the Verify integrity of game cache... button.
  4. Steam will verify the game's files - this process may take several minutes.

i have verifiied and same error and yea i was able to open it fine in the past

The error suggests that one of the files is corrupted or replaced by a wrong version of it, unfortunately it doesn't state which one.

As a first step, try to re-install Microsoft .NET Framework 4.6 http://www.microsoft.com/en-us/download/details.aspx?id=48137 a restart the computer. If that doesn't help, I'll guide to an advanced diagnostics that could tell us which library is causing the problem.
