If you move to the gunner's seat in a submarine, then get out of a it in deep water, the AI will drive off. If you order them to disembark, they won't disembark.

Steps To Reproduce
Place a submarine in deep water, with player as driver.
Use the scroll menu to select 'move to Gunner's seat'
Get out of the vehicle.
The AI will now drive off without you (first problem!).
Order the AI to disembark.
They won't until they reach shallow water (second problem!).
