I had an issue where all my addons wouldn't load and showed up as "unready". I unsubscribed to everything and resubscribed to everything. The download went as usual, but when I got in the launcher, nothing happened. It was stuck at the bottom part as "waiting for steam to download mod updates". The download had finished, and all the addons were showing up in the launcher, but they were unable to load. I have other mods, nonworkshop and they work fine. It's just the workshop addons. I don't know if there was an update recently, but I had it working find about 2 days ago. I have no idea how to get logs so I'm including all the information I can.

can you please upload:
a) Launcher logs: open the Launcher, click on the App menu (Hamburger icon) in the top right corner and click on the "Export logs desktop..." and then upload the created ZIP file.
b) Steam logs: In a directory with the Steam client is a 'logs' folder (default path would be C:\program files (x86)\steam\logs). Please put its content into a zip file and upload it here.
Also is the Steam client running normally? Did you experienced any other issue that is related to the Steam client (not only related to the Arma, but to other games as well)?

Done, I have noticed a small bit of lag, more than usual, but that was due to the memory leak in grand theft auto 5, which I have since closed and am not having lag on steam.

Restarted steam, seemed to work? Not sure if it's a complete fix but it seems to be working.
