I have noticed that all the time on Public Zeus servers(don't know if it happens on other servers, did not check.) when the mission is run, the players are unable to vote an admin what-so-ever. during lobby, during briefing, or during in-game of mission. This is a problem due to people actually wanting to vote an admin because at times the admin gets a high ping and gets kicked or he times out(crashes). Having the ability to vote a new admin during a mission helps us prevent trolls and friendly fires in the mission if that occurs.
