Free look in 3rd person does not behave as expected if vehicle is pitched or rolled significantly

Description

It seems as if the camera rotates relative to the vehicle just as it would in 1st person but being in 3rd person seems to add restrictions to the angle of the camera. These two things combined cause it to behave unexpectedly. Perhaps you could have the camera rotate relative to the world while in 3rd person?

Steps To Reproduce
  1. Fly any aircraft (best with planes)
  2. Go into 3rd person
  3. Pitch or roll the aircraft 90 degrees from being level in any direction
  4. Look around using free look (alt)

Yep. It kinda gets stuck at extreme angles.
