In my opinion the high command needs to be improved. It lacks many features and the UI isn't user-friendly.
Important missing features:
-Defining waypoints before adding them to the units execution queue,
-proper Jet commanding that doesn't end up with the jet crushing into something,
-an easy way to make units enter vehicles,
-a command for the squad leader to prepare his team for a rush or a defence from a direction,
-a command that allows easy seek and destroy for a commander defined area.

Agreed, this would make A3 also for RTS players interesting but in order to achieve this the command mode must have a more de-complexed approach (i.e using vehicles, aircraft, logistics etc.)
