Description

If you want to know how many FPS you have in ArmA 3 you have two options:

Go to the settings menu
Install something like Fraps

The first option is not suitable if you want to measure it constantly, the second one costs performance.

A lot of games have something like a "-showfps" command, you could implement this easily.
