In real life, cluster munitions have a customizable HoF, or Height of Function. By changing the Height of Function, the footprint of the munition can be greatly affected; setting the HoF higher means the bomblets have more time to spread out over a larger area, whereas setting the HoF lower would make the weapon hit a smaller area with a more concentrated barrage of munitions.
