When using set ammo on a vehicle that has been set (not just the ammo has all been fired)(so in the editor or with a module/code) to 0 ammo, the set ammo module (under object modifiers as well as the setAmmo function both do not affect the vehicle.

Steps To Reproduce
Place a vehicle and a player on the map.
In the vehicle option set the ammo to 0.
Create an easy to fire trigger (i.e. Radio Alpha).
Sync the trigger with a set Ammo module.
Run the map, fire the trigger, no ammo is reset.
In the editor set the ammo on the vehicle to anything but 0.
Retry the mission and the module works.
