I've experienced this a couple of times. When I've driven the truck to a building where the soldier was waiting he didn't react. It looks like a trigger bug. I play on elite difficulty and thus don't see waypoint markers. I parked the truck in the yard and I had a correct message about it (something like "Exit the truck if you want to pass it..."), but nothing happened.
