It seems all rudder control goes out of the window for the To-199 once you hit about 75 km/h.

Steps To Reproduce

load up editor.
put plane on taxi pad
taxi plane to runway (notice ok handling at low speed, but already sluggish response at speeds over 30 km/h)
turn onto the runway, but don't align perfectly.
accelerate to take-off speed, and try to correct at the same time. Once you hit ~75 mm/h, your rudder goes dead, and stays dead until you're off the ground.
