Then how does that explain the names in vehicles? And im not sure if its just in default Arma or not but if your able to look at someone and see their name, i cant.

There isn't anything that shows the names of players in your vehicle in vanilla Arma 3. The second thing could just be disabled on the server.

Ok, one more thing. (sorry for bothering you) When you say that its a 3rd party script, do you mean its from the mission file? Because if it is, how come its the same thing with every server? And even with a different game mode to wasteland? (one that also has the ability to see other players names)

Maybe the missions were made by the same author, or the original author made the script public so that anyone can use it.

Yes, theres nothing like this in vanilla Arma. Its a script from a mission file. If you havent heard of Wasteland, its a game mode that someone made (and made it public) and some people edit it to personalize it to make it suit their server. Now. Im pretty sure the Altis version of wasteland is made by a different person. But has the same things as the Stratis one. Also, which mission author are you talking about? The original one? Or the ones who have edited it?

Try reporting it to the server owner or one of the admins. If there aren't any, report it to the person who edited the mission.
